Yes friend I have spent 10 days of my last vacation in Bhutan. It is very difficult to decide the best time to visit there as the climatic conditions are very pleasant there most of the time. I think the best time to go to Bhutan is from April to June.

Well regarding your doubt. As there is no direct way to come to Bhutan by yourself. You have to book your tour through one of registered Tour Company in Bhutan under the tourism act of Bhutan.
Once you book your trip through them they will provide with all the information and everything will be arranged before your arrive to Bhutan.
